Determining Student Location for Professional Licensure and Certification Programs Regarding Distance Learning Placements (Procedure 4.0101)
Purpose
U.S. Code of Federal Regulations 34 CFR 668.43(a)(S)(v) and 34 CFR 668.43(c) and the National Council for State Authorization Reciprocity Agreements (NC-SARAz) require disclosures for programs that lead to a professional licensure or certification necessary for employment, regardless of the program's modality. This regulation requires institutions to determine the state in which a student is located for the purpose of disclosing if applicable program curriculum meets state-specific requirements.
This procedure describes the process by which the College determines student location to comply with the aforementioned federal regulations regarding student notification on professional licensure and certification disclosures for online placements.
Definitions
Time of Enrollment is defined as the point at which students have been admitted to a program or major but have not yet registered for courses in that program or major.
Current students: Individuals currently enrolled and taking classes in a Seminole State College educational program.
Professional licensure program: An academic program designed for or marketed as fulfilling the purpose of preparing graduates to meet the educational requirements for initial professional licensure or certification requirements of a state board. Optional certifications administered through the private sector fall outside the scope of this procedure.
Prospective students: Individuals who have applied for admission into a Seminole State College educational program but have not yet attended the first day of class and therefore do not yet have a financial commitment to the College.
Process for Determining Student Location
- Student Location at the time of initial enrollment shall be defined as the permanent mailing address, or "Home" address, provided by the student and stored in the student's record at the time of initial enrollment. The student's location for currently enrolled students is determined by the permanent mailing address entered into the student record system. This address is where the student resides and is considered their primary place of residence.
- For prospective students, the student's location is the state of residency at the time the student applies for admission and is entered into the student record system.
- For students whose permanent mailing address does nto include a U.S. state or territory, their location will be considered the state of Florida.
- For students whose permanent mailing address does nto include a U.S. state or territory, their location will be considered the state of Florida.
- Currently enrolled students are required to update their permanent mailing address on file once per year through the registrar's office.
- If a student changes their physical location and officially notifies the College of a change in their permanent mailing address, the date of entry will be used as the effective date of the revised location for the purposes of this procedure.
- If a student does not notify the College of a change of permanent mailing address and their permanent mailing address has been end-dated in the student record system due to undeliverable mail, their location will be considered the state of Florida.
This procedure does not supersede other College and system policies or procedures that determine residency for tuition assessment purposes.
